I am trying to move the removable tourpack back 3"or so on my SEEG but I have a question for someone with more experience. I was looking at the eglidegoodies rack kit RK-2B but they said it wouldn't fit a CVO because of the amp. I don't have an amplifier on my bike and i really want the 3-4" the kit provides.

Is the tour pack bracket for the SEEG 53276-04A?

That part number is for the detachable mounting kit, so yes, the bracket is part of the kit.  What you need is an adapter plate that mounts between the detachable bracket and the bottom of the tour pak.  Various places offered them back in the day, not sure who might offer one these days.  The one with the most rave reviews around here seemed to be the one made and sold by George Anderson.  Give him a call and see if he's still making these.

Btw, I looked up the kit you mentioned and it only provides 2" of rearward relocation.  Just looking at the picture I can't see a reason it wouldn't work.  They also offer an RK-SE-8 adjustable unit that says it is for CVO's that offers 1.25" to 2.5" of adjustment.
