Voltage gauge not normal

Hello all,

Noticed on my volt meter gauge it was running between 13 and 14 volts and not the usual pegged 14 volts.

When I switched off the spot lamps then gauge returned to the normal pegged 14 volts.

Trying to figure out a place to start, bad ground at the spots, bulbs worn?
