The differences are tiny and some might say insignificant (0.2").  Could be a difference in the front end, could be an error in the spec sheet , etc.  Btw, the SG seat is 0.2" higher than the RG laden, and the ground clearance on the SG is also listed as 0.2" higher as well.  At least their listing is consistent, unlike some we've seen in the past.  Two possibilities that aren't different are the rear shocks and the seats; those are the same for each model.

The 18 CVO road glide has a 21 front wheel and the CVO Street glide has a 19.  The 18 CVO road glide has 1 inch lower front suspension then the 18 CVO Street glide.  So I am guessing the 21 front wheel does not make up a full inch of height lost with the lower front forks.

When adding a 21 wheel to a touring bike or soft tail, you lower the front forks an inch to get the trail and rake back to stock.  Well very very close to stock.

There are many things you could consider to make a bike fit you better and make it more "flat footed" to you. Many older threads about this problem discuss things like wearing boots with thicker soles when riding or taking a stock seat to an upholsterer an having the nose thinned out to make it lower or narrower so you can put your legs together easier an make it easier to reach the ground.
A more expensive option would be to get an air ride shock system with compressor on board to raise and lower bike as needed.

Daytona boots which in my opinion are the best mc boots made that I have worn for years make a version for guys needing a "little lift". Here is the Revzilla link.

Since I am 5' 9"  69 yrs. old I decided to go to something close to the ground and my 2014 CVO Softail Deluxe checks that box perfectly  24.5 ". Since all my riding is done with my wife I needed something manageable and this did it lighter and its a great tourer no complaints. I rented a Ultra Clssic (my preference) 2 years ago for 2 weeks and I did not feel comfortable with it around town. The Ultra Classic was actually cheaper then the CVO so price wasn't a issue. At 782 lbs. its no lightweight but at 896 lbs and 27.3" saddle height the Ultra was just to much for me. The Road King would have been my 2nd choice the weight was 32 lbs. more and 2.2" higher saddle.
