Before you get a ton of new cash invested check with your DMV.  If you've got a frame without a title or MSO you might have a heluva time ever getting a title.  Unless you can document acquisition of other of the major components you could have difficulties there as well.  Once all is said and done with construction and titling you may also discover that getting "special construction" bikes insured isn't an easy chore either.  Because it's gotten so difficult to navigate many of these waters I'll never do another build-up ever again that doesn't start from some condition of a stock bike or at least a factory frame with a title.

Thanks, it may be a $60 paper weight, but I'll head over to the DMV in the morning and see what I can find out, I did get a sales receipt and he assured me it was his and not stolen, trust me :-/

Correct me if I'm wrong but titles aren't a total roadblock for a build. I beleive there are a couple of states (Alabama for sure) where you can get a title by just providing a serial number. There are even titling services that will do it for you for very little money. [smiley=xyxthumbs.gif]

The frame he picked up has a serial number that ( a wreck job I will bet) once was another bike. That bike if it was a wreck job and had the frame replaced STILL HAS THE SAME SERIAL NIMBER. With that said the only way he will be able to title the bike is with a new set of cases with a HD MSO and then restamp the frame to match the new numbers. Also your local State Police will be involved since you are changing the frame serial numbers. By doing it this way you can register the bike as a Harley Davidson and not a special construction bike. It will also be easier to insure and sell.

Spot on Firedawg.  I went to our local DMV this morning and after I got past the antique at the window and spoke with the manager I found it's not really that hard to re-title.  I do need either the frame or the engine block serial numbers to be clear of any former title.  A title verification costs $20.  I've got some paperwork to fill out and need to bring it to my local police station with the frame and engine block for review.  Fortunately, my sons den leader is a local sgt so I called him.  He said there shouldn't be any issues as long as it's not listed as stolen or having been used in a crime.  I'll see where I get with this.

good luck, here in MA to title a new project bike you need 3 MSO's frame, engine, and tranny as well as reciepts on all other parts

Whoa, Good luck with the project Fatboy, nothing a hate more than the paper process! Hope all goes well for you when the end of the build comes. Definitely want to have all the papercrap done and secure.

With the coming of the tightening of emissions regulations also comes a severe clampdown on SPCNS (special construction) vehicles  The word I get is that in California you will only be able to register one such vehicle in your lifetime. This seems so against the grain of the American entraprenourial spirit that I cannot even begin to vent my frustration, but if true, one would want to be especially careful of the one vehicle they spent their once in a lifetime pass on.

Hey Fatboy,
    Get and save reciepts for EVERYTHING!!!  Spiderman has been through many projects (one was a way wild custom that won big honors in the "Behind the Barn" party in Maine.  He's built a sh$t pot full of motorcycles in his day,  and can tell you the ins and outs to gettin them through the pile of paperwork to be able to ride the thing........Good luck with the build.......
