I have a 2009 SEUC. Can I use the wire and plug that comes out to plug in a charger or a heated vest?

What wire and plug are you talking about?  If it's the one that the dealer installed for a Battery Tender, then of course you can use it to plug in a battery charger (as long as you don't exceed the 7 amp rating of the fuse).  As for using it to power other accessories, I believe you would be better served if you used the accessory connector and dash switch, or an aftermarket power outlet if you plan to use the heated gear on a regular basis.  Several folks on the site have installed outlets from a company called Powerlet.  Search on this site for powerlet, or heated gear, etc.
