FXR4 VIN's

Does anyone know how H-D gave the FXR4's there VIN's.Over the last couple of years I talked to over 3 dozen owner's of both yellow & tangerine bikes and the Vin's just are not in any order.Did the have both colors assembled at the same time ?

I have no idea ...... I started a letter to the MOCO about all that one time .... .never finished the letter .....
