My factory warranty is up. Bike has no issues and has 20k miles on it. The dealer is willing to sell me a HD extended warranty for 3 years for $1004. Is this a fair price?

Yes.

Just remember it is not a warranty it's an extended service agreement. You have legal rights under a warranty, but my attorney friend tells me you basically have no rights under the HD plan after the original factory warranty expires. You are totally at the mercy of the service contract company and to argue with them in most cases costs more if legal gets involved than the repairs would have cost. To iffy for me.

I've never had a repair that should have been fixed by an extended warranty not be covered.

No issues at all with that ESP. Cheap insurance if you're keeping the bike and keeping it EPA legal.
