I had a problem with my '07 starter on a non-CVO Electra Glide.  As I recall, Harley (or at least my dealer) came out and admitted that the torque values were way insufficient on the mounting bolts for the clutch itself and the bike left me stranded as the clutch had to be firmly and tightly secured to the engine to form a good grounding circuit.  Or at least that's what I was told.  Without the starter being tight to the engine, it just wouldn't start...or at the very least...it would be intermittent.  There's no telling what that might have done to the internal gears in the meantime.
This is likely unrelated to your issue, but it left me stranded once as a result, and really pissed me off mightily.  This was a tough one to troubleshoot, but I've never forgotten the incident.
Anyway...glad you got your starter fixed!

RGlidekid- Thank you, I will make sure to tighten the bolts to the specs. I was having a grinding noise at starting. It started to happen more frequently , so decided to fix it now.

Did you change the contracts in the solenoid also?

Wingman- No I didn't , I didn't take the starter apart. I just took the end housing and cleaned , greased and swapped the clutch gear. Starter has plenty of power, however you are right, I should have checked.
