The stop and go traffic is going to be tough. Its a air cooled engine, that will radiate heat, not much that can be done with that.  You can adjust the tune and set the idle area in open loop and set afr to 13. 7 That will help some , but being from AZ and now in TX , i will take the AZ heat any time compared to this heat + humidity ..

Here is my solution on my 2015 Softail Deluxe CVO first I added an under the frame mounted oil cooler by Oilbud https://www.harleyoilcoolers.com/, then I installed 2000 degree reflective material on the underside of the Harley Davidson brand midframe heat deflectors, then I added the same material to the bottom of my seat, then I added cooling fans to the horn side of the engine which blows air through the cooling fins over the jugs, made by http://wardspartswerks.com/index.html
This has been the best solution so far, I still feel the heat but its much more tolorable now, where as before it was unbearable to even put my right leg down on the ground. The fans run when the engine gets to a certain temperature then  continue to run after you shut the bike off for about 10 to 15 minutes until it cools it down.

Any info on the 2000° reflective material? ?

I took my V&H head pipe had the pipe coated and heat shields , it made a huge change in the felt heat sitting in our wonderful traffic.

'Had PolyDyn coat the head pipe / mufflers, seems to work well, a little pricey though, should have had them coat the inside of the heat shields too, instead of the mufflers...

I had my mufflers done as well, I can put my leg on the X heat shield and its not going to burn you. Being double coated mine has very little heat coming off the pipes. Compared to non coated.  I feel if a rider has to deal with traffic on a normal basis it is a nice upgrade for rider comfort.

Even with a good tune you can still have heat issues.  I can sit in stop and go rush hour traffic for 45 minutes and see oil temp in the 320-340 thing start to get realy uncomfortable.  I trust Brad at Freedom Cycles in Reno.

Wow! That's 100+° more than I see on the Dakota Digital Oil Temperature Gauge on the '09... Not just the Tune, it's a combination of things... Now that I think about it, the DD7 probably helps in the stop and go, no throttle required, just let the clutch out to get rolling...
