SteveG the answer is really a simple one you need to reset your lashing on your cruisecontrol module or you need to check that the cable is correctly inserted into your Throttle Body and that it is correctly attached to the throttlebody on the U clip.

I have had this problem before both in Surging / and in delay.

There is a series of buttons you must push / or hold and then start the bike and hold the cruise set button while until it raises the rpm.

Check your service manual for how to set lashing its the first place i would look for the trouble.

Steve,

Try this lash adjustment first.  If this doesn't solve the problem, you could have a binding cable or an electronic problem with the module.  Also, if the ribbon at the module is twisted, it will cause delays, surges, etc.  This is the plastic ribbon that goes into the module, similar to the one that operates a power antenna on a car.
