It is the rubber isolators in the rear sprocket to wheel hub interface, new to the Big Twin models starting in 2008 and retrofittable to 2007.  Harley calls it the IDS - see attachment.

As a continuation of Jerry's explaination, the inner section in the illustration above became integrated into the wheel hub starting with the 2009 touring models.

PS   this is nothing new , various forms have been around for 20 years.  My bro's Evo FXRX-SP had one , not stock of course.

And.....my understanding of (why) this was done,  was to combat the complaints of noise coming from the new six speed transmission with its various "cut" gears.  There were many complains of gear "whine"........Of course,  now the latest is that they have re-done 5th gear on the 2010 models to eliminate that concern directly.

I thought it was to smooth out the overall ride and reduce the engine vibrations.

The primary purpose of the IDS is to absorb the shock loads generated from the powertrain, reducing stress at the crankpin - similiar to the purpose of the compensating sprocket.  The Isolated Drive System and Compensating Sprocket are mechanical devices intended to lessen the torsional loads placed upon the crankshaft.
