Take a look at this article. Six cites were busted for shortening their yellow light cycles so they could get more violations and in turn more money due to fines!

It is always about making a buck, not about making the streets safer.

I just saw a few weeks ago were cities where taking the red light cameras out. Seems as if they were working too well... instead of more fines being issued and more dollars coming into the cities, people were actually stopping at the lights therefore less violations and fines and you know those crooks weren't going to allow that to happen.

Mixed bag, but does it matter. Most are crooks regardless of party affiliation.

I find it hard to believe that this is why the cycles shortened, if they were at all.

There are enough challenges police departments are facing now with staffing and budgets, to be able to post a cop at each intersection to try and grab a few bucks from a working stiff.

My theory is this is just another conspiracy theory!

Now I don't know in this case but I remember back about 5 years or so when San Diego first started to install the red light cameras that they were set to take the pictures to early by the manufacture, it was a big deal because they couldn't use the camera for like 6 months after that.

One of the cities increased revenue by about $100,000 per month by doing this and the story came from the American Motorist Association.

They don't post a cop, just a camera that captures an image of the tag.  The tag is traced and the owner, regardless of who's driving, gets a ticket in the mail.

The way for them to make a huge profit is to short cycle the lights at intersections that have cameras. No need for an officer to be on the scene. They would have more photos and violation notices to send out but in some areas that is done by a private company that has a contract with the locality and they get a percentage of the proceeds which pays the installation costs and day to day managing of the system.
The cheapest way to make intersections safer would be have a longer delay on the yellow light or even make all 4 sides go red for a few seconds before anyone goes green.
When they install cameras,especially if they short cycle the lights it increases the rear end accident rates. Cameras will slightly decrease the tbone type frontal wrecks.

There are definitely ways to make intersections more safe, and one of them is NOT shortening yellow light cycles. I agree that a 2 second delay where all lights are red would help to a certain extent, except those hard-line cagers that don't care what the color- it's just always balls-to-the-wall regardless. went out for lunch in New Haven, CT, one fine day, few years ago,,, stood on the corner of College and Chapel,,, very busy intersection,,, cars, trucks, buses, people everywhere,,,

watched cops ticket drivers for running red lights,,,

noticed 2 cops standing by a box on a pole,,, one cop was holding a hand-held device with a wire running into the box on the pole,,, he was turning the light from green to red at will,,, motorcycle cops would then chase the vehicle;

last couple years New Haven, CT implemented a 'scofflaw program',,,  'officials' drive around and scan registration plates with a special device,,, if the scan comes back indicating the owner owes back taxes to the city, the vehicle is towed,,, fights with tow truck drivers and marshalls common,,, cops get called in, traffic backs up,,, so bad, someone got a judge to suspended the program temporarily;

some towns enforcing the 'full stop' at stop signs,,, no rolling stops, especially late at night,,, $150+ fine;

some towns creating very restrictive 'noise laws' with $225 fines,,,
residential 'zone' is 45 dba at night, 55 dba during day,,,
see Guilford, CT or Norwich, CT noise laws,,,
normal conversation is 60 dba, stock bikes idle at 70 dba and at 3000 rpm it's 80 dba;

CT and some cities want to use cameras for speeders, red light and stop sign violators;
