Europe Develops RFID License Plate Tracking
European Union spends $10 million to develop advanced system to track motorists and issue tickets for minor infractions.

VTT tracking system.  The European Union is spending 8.1 million Euros (US $10.3 million) on wireless tracking systems designed to allow authorities to issue automated tickets for increasingly minor traffic infractions. Pilot projects underway in Finland, France and Germany use systems designed by the VTT Technical Research Center of Finland as part of a project called ASSET-Road. Radio Frequency Identification (RFID) is a key component in achieving the goal described as "traffic violations detected in a flash." Many of the ideas have already made their way to the United States.

"The intention is to elaborate for public authorities new innovative solutions and technology to gather traffic data and utilize it in traffic enforcement and surveillance," VTT explained in a statement.

Prototype units of the Finnish technology issue automated tickets commercial vehicles for violations, no matter how small, of height or weight restrictions. Last month, Arizona-based camera vendor American Traffic Solutions (ATS) announced it would begin selling a similar system to jurisdictions interested in ticketing truckers. The European system adds the capability of issuing automated tickets for vehicles that appear to have faulty brakes.

Another system under development targets passenger vehicles by constantly tracking the distance between automobiles. Any car within sensor range that strays too close to another vehicle would be mailed a ticket for tailgating. In documents provided to the Arizona Department of Public Safety, ATS also explained it has developed automated tailgating tickets as a feature that can soon be added to existing speed camera programs.

Camera-based systems, however, are prone to error when the machinery fails to read a license plate accurately. European officials hope to increase the ease and accuracy of total vehicle surveillance by switching to RFID.

"VTT is also investigating the utilization of RFID technology as an electronic number plate where the tags imitate electronic license plates," the company stated. "When these tags are mounted on a vehicle, an RFID reader can then identify each vehicle according its identity code."

Readers for RFID systems, like the ones used to monitor E-ZPass, FasTrak, SunPass and TxTag toll road transponders, can also be more easily hidden than a camera. In 2005, a Texas lawmaker proposed a bill that would have forced all state residents to use RFID chips in their license plates (read bill). The bill failed to gain support, but the universal surveillance program envisioned by such programs is slowly advancing. The cities of Hanover Park, Oak Forest and Streamwood, Illinois last month announced they would deploy red light cameras with an "amber alert" feature provided by the Dutch company, Gatso. This feature allows every passing vehicle to be photographed, identified and tracked. Complete travel histories for all motorists could be stored in a database so that allows police and other officials could keep track of any individuals of interest.

In Edmonton, Canada, for example, the police used information stored in a less sophisticated database in 2004 to track journalist Kerry Diotte after he had written a column critical of the city's photo radar program.

New Camera Issues Tire Tread Tickets
Tire tread measuring system promises to mail tickets to motorists for tire tread that is a fraction of an inch too short.

ProContourNow that speed cameras use is established in Europe and parts of the US, the concept of automated ticketing is beginning to expand far beyond moving violations. Already, automated ticketing machines are deployed in the US to hit vehicles that overstay in a parking spot by a minute or that have excessive tailpipe emissions. The newest addition to this growing list is camera that scans the tires of passing cars and mails tickets if the depth of the tire tread is deficient by a fraction of an inch. Although not currently deployed, the German company ProContour hopes to sell this system to state and local governments looking for a way out of tight budget situations with a positive, pro-safety message.

"Car tires are technically, the number one cause of car accidents in Germany," ProContour states on its website. "An average of four car accidents occur daily with personal injuries as the result of smooth or defective tires."

The company claims its combination of a laser and high-speed camera is capable of taking measurements at 430 million points on a tire each second. As the tire moves, the distance between the camera and the object changes allowing the system to create a three-dimensional profile of the tire. The software can then calculate not just the depth of the tread, but also whether the tire itself was designed for summer or winter use. The manufacturer has tested measurement accuracy at speeds of up to 75 MPH, but it believes the technology should work at even higher speeds.

European Union regulations authorize the imposition of a fine of up to 100 Euro (US $160) whenever the tread depth of one of a vehicle's four tires measures less than 1.6mm (0.06 inches). In Germany, drivers can also be ticketed for using tires that are "unsuitable." This means using a summer tire during the winter season carries a stiff fine -- ProContour hopes that fine will be automated.

Depending on its construction, a balding tire with low tread depth can actually have more grip in dry conditions and is not a safety hazard. That can change if it rains, however. The primary purpose of tire tread is to channel water away from the tire so that it maintains contact with the road. The combination of high water and low tread depth can lead to aquaplaning and loss of vehicle control.

ProContour's system can be used in both fixed and mobile locations and is available in an easy-to-hide configuration.

Next will be sensors in the license plate that will ticket you when you exceed the speed limit.  About that time, I think a lot of people will be running around with knock off plates on their vehicles.  Really, this is a bunch of large farm animal excrement.  I'd move to an island, but I think I would get tired of riding on the same few roads day after day.

There was an effort along the NY State Thruway a few years ago to ticket drivers who's average speed exceeded the speed limit between tolls (distance is a known, and the times are on the toll card or EZ Pass system)

The first public response to all such applications of technology has to be a demand for absolute transparency.  That all publicly owned or operated vehicles from mayors and police chiefs to dog catchers and trash trucks be subject to the same tracking as the public, that their tracking be public record and that drivers of said vehicles be personally subject to the same fines or other penalties as members of civilian population except when those vehicles are in emergency response or pursuit.  What's good for the goose is good for the gander.

Many of you that drive commercial vehicles for a company have had tracking devices for years - tracks location, speed, time of operation, etc. Break the company policy and you could be out of a job. Actually, most of us carries a tracking device with us most of the time - it's called a cell phone. And what about those "little black box event recorders" in newer autos? Gee - they've been sneaking this stuff in for years. When I ride, I want to be OFF THE GRID!
