Tyres on a 2001 roadking

My Father has just bought a 2001 Roadking with only 3600 miles on the clock.The white wall tyres look perfect but how do we know if they are safe.

Looking for cracks at a minimum and IMO how soft the rubber is-they should have decent tread-I usually get 20K on a front and 10K on the back s a general rule. Yor riding style and weather are a part of the equatuion to.
