Unlike many thinks MoCo does not share they have shown a willingness to rather easily (though not always quickly) provide production numbers.  So contact Harley customer service as one approach.

Since you're asking about a cop bike another resource is the retired cop bike forum.  Very good site for things police bike.

I bought a new 1984 fxrs. Great bike should have kept it. First year evo i believe.
