Lack of compression, wrong timing?

I am going to check compression but how does the timing go out of adjustment?

Bad fuel? How long since the bike has been started? How old is the gas? Carb bowl full of varnish? Is it turning over?

Its turning over fine but it does not even cough or spit like it wants to start.I was thinking maybe a valve is stuck open or the comp releases are stuck.Fuel is good  spark is good
