JRi Single Adjustable Medium Shocks

I have 98 Road King. I think it had 12" air shocks, I sold them.
I bought JRi Single Adjustable Medium Shocks. Travel is 3.1"
With shocks fully compressed at slightly under 9" will the rear tire rub the fender? The only way to be reasonably sure is to put bike on lift, remove shocks and raise the swingarm untill I get just under 9" on the mounting centers and check clearance. Would this put too much stress on my belt drive? Street Glides have 12" shocks but I don't know the max travel.
