110 map Dated April 2007 question?

 Hey guys I need help to make some fuel and or timing changes to this map for my bike... Having a plm. now with it revving only to 5500/5600 rpms and top sped of 119 mph... If anyone can help please post here...

 1,2,3,4 goes to 6000 plus rpms and the shift into 5th and the rpms drop to around 5500 or 5600 and maintains top speed of the 119mph   shift into 5 and 6 no change in rpms or mph???
