I'm not sure how they could fix this problem.  Typical paint has at least 2-3 coats on it, and more than likely 5-8 coats.  You figure you have a coat or two of primer, a coat or two of paint, and the same of clearcoat.
On the CVO Breakout they have polished steel with only clearcoat over it.  There isn't really enough protection for the metal to not rust.  As soon as there is any little crack, chip, or other tiny imperfection in that clearcoat the moisture can get under it.  From that point, it is only a matter of time.

Actually it doesn't even take a chip or crack, since the clear paint film is slightly permeable even after it's cured.  A proper modern vehicle paint job starts with treatments to the bare metal such as acid etching and zinc phosphate coating to provide corrosion protection and promote adhesion, then one or more primer type coatings, then a color coat, followed by one or more clear coats that cross link to the color coat as it cures.  Eliminate everything but the clear coat and you have less corrosion protection than the original paint job on your 1950 Chevy or your refrigerator, and a whole lot less than a modern paint job on a late model car or even a Harley.

The entire idea of just spraying bare steel with clear and calling it a proper paint job is BS.  It works on the show circuit because it doesn't have to hold up for any real length of time and it isn't usually exposed to the elements like a street bike is.  And if it does start to corrode they just repair it before the next show.  It's typical of Harley to put out stuff that is all style and no function, but I thought they had learned their lesion lesson with the "grind" finish.  Obviously not.

This was common on the 2009 CVO Softail Springers too, with the grind metal flames that were cleared over.

I also have a set of tins from a 2006 Springer Classic that had an upgraded paint set installed, which had bare metal/cleared that also had rust.

It doesn't take much moisture at all.  In fact, so little that it would go unnoticed.

I agree that these finishes make for a very cool effect, but what's really insane, is that Moco keeps doing it year after year and expects different results.

Good luck, but don't be fooled into thinking that a replacement part will not do the same thing, maybe now, maybe 2-3 years from now, when you're warranty is expired.

I'm surprised that there is so many rust problems with those Breakout paints...

It's good to know that MoCo replaces them willingly but I'm concerned about the new parts...  Is the problem solved or do we expect the problem to show up again a couple of years?

One of the reasons I suggest that people inspect and document everything.  If you can show a repeated pattern of failures during the warranty period, you may be able to convince H-D to play nicely when a part fails again out of warranty.  If Harley wants to play not so nicely, all that documentation will come in very handy when you take them to small claims court.

H-D replaced my front fender It had a thumb print under clear coat on polished metal.  under warranty

This is why i sold mine!  This is going to pop up more and there is nothing you can do.  I first was mezmorized by the paint, then after thinking about the fact that the tank is sanded and polished bare metal, I realized that it was only a matter of time before it was rust.  I truly loved my CVO Breakout, but 3 - 9 months for a replacement is crazy...its all tins too, tank and fenders.  I can't even imagine the 2014 Molten Silver lasting half as long as the 2013 model.  I wish there was a way to remedy this problem....

Frasers Perth WA told me today my new rear guard in Diamond Black will be here in 3 weeks

Wait and see , that will be a " kontova " job to fit ( put an Aussie accent on it !)

Personally I'd rather fit it myself but i don't think they'll have a bar of that sadly...

Was more under cowl as you can see in photo .Looks like started at the edge

My 2014 CVO Breakout was delivered at the end of December, looked fantastic but being the middle of winter I was unable to ride it. At the end of January I noticed marks under the clear coat on the tank, exactly the same as the pictures I have seen on this site. Breakout went into the dealers for inspections by Harley Davidson, they decided to it to a specialist painter in the UK approved by Harley Davidson, it was with them for 5 weeks, I was informed by the dealer the approved painter was unable to bring tank up to a standard for a CVO. At the end of February they decided to order a new tank from gunslinger in the states, my Breakout was returned to me in the middle of April.  Today 19th May I decided to wax the breakout, to protect the chrome and paintwork, and shock horror I have rust coming the edge of my rear fender.
Are there any CVO Breakout out there  that are over 12 months without  problems with the clear coat.
Are the Springer and Fatboy CVO`s with clear coat  OK now, or are they in the paint shop every 12 months.
Do Harley Davidson replace tanks and fenders for 2 years then turn there back.
I really do want to keep this bike for quite few years, do I have the repainted or try a repair myself in the future. :soapbox:  :o

I have had my breakout for one year now. I did have rust under the clear coat on the tank which appeared to have been there from day one (hidden by the seat), replaced by HD this past December. No rust issues anywhere on the fenders.
