In reality no different than any other generally low mileage bike in good condition.  The almost zero miles applies only to the seller (of course) who always thinks they're stuff is worth more and any particular buyer who is willing to pay it.  To a rational buyer it's just another low mileage bike though.  It's not like these were significantly low production, unique, or in any other way "collectible."  CVO bikes by that time were just another high dollar trim package in the transportation industry.

I believe sites like Kelly Blue Book or NADA Guides can best help determine a market price on used bikes as well as cars etc. It's all supply and demand so prices can very across the country.
Also very low miles sounds good at first but a vehicle that is 8 years old and only 652 miles would make me want to ask how well stored and maintained it was or has it just sat and rusted up (especially internally.)

There were a reddish, a blue and an Anniversary King in the CVO line that year.  The Anniversary edition is numbered.  900 of them made, still has no special value

Harley doesn't do the nature of "unique-ness" of their anniversary models any favors when they throw a party as often as they have.  Of course "unique" and later value isn't their concern.  It's just selling bikes at the time.  That's fine (from their perspective).  Buyers just have to realize their is nothing "special" from a resale perspective about their "special" bike.
