standard king tour pack question

I ordered a king tour pack (HD part # 53155-04bkm)for my 2004 SEEG orange and black, and when I tried to install the harley arm rest seat none of the bolt holes match up.  I have a 98 road king that had the hard tour pack and the arm rest seat bolted right up.  There are 3 sets of 2 holes close together, almost like its made for the small tour pack rest.  Anyone have this issue and have any ideas?  (I know I can always drill holes).  Thanks, great site!

The arm rest should have come with a template for drilling the hole for the arm rest.
