Cleaning the IAC pintle should be regular maintenance.
The VSS is a known issue for the 2007 model year. 74402-05B is the updated (twice since your bike was new) part number.
I've replaced a dozen, all for the same complaint. "Stalls when coming to a stop, but IAC has been cleaned".  Removing it only takes a couple minutes, and if it's covered with metal filings, then it's time to replace the main drive gear, too.

Got the new one in and all buttoned up. Went for a test ride did a bit of harder then norm  riding no stalling from high speed to stopping but I may have solved one issue and created another. 
Now it's hunting at low speed first,second  gear half clutch slip and just a crack of throttle the motor hunts . With out clutch slippage there's bad heavy jurking  have to give it more or no throttle it's in the 5/10 mph in first n 10/20 in second.  It's fine in third gear at 20/30 mph.
Think I'll have to do some cabe adjustments to make or I need to close off the butterfly I did open the butterfly a pinch that help with the stalling . Well we'll see what happens when I put the adjustments back. ::)

Try disconnecting the battery and let it sit overnight.  It may relearn the idle after that.  The new TPS may have a different value than the old one.

I pulled the maci fuse last night,  this morning put it back in then I thought I'd check the fuel parameter on the fuel pack controller it was out 5% should have read 99% at full throttle was only 94% so I recalibrated the fuel setting and went for a test ride.

Problem solved the throttle is as smooth as silk in low gear at low speed.   It was most likely a combination of the ecm and fuel pack needing calibration to the new sensor.

Didn't have any stalling issue on my ride so don't know if the fault is corrected or not time will tell and fingers crossed.

Had an identical problem on my 2007 FXSTC, it kept stalling when I would approach a stop.

Replaced all kinds of sensors, cleaned this, reset that, still nothing. Kept stalling.

Replaced the VSS, problem solved.
