My 2012 SESG has a lower trim piece on the rear fender than what the Electra Glide has and I am wondering will the Bushtec trailer hitch fit the lower rear fender on a 2012 SESG without modifying the rear fender?

You need the Version 3 hitch from Bushtec.  It's made to specifically fit the CVO Street Glide with the longer tail and no light.
