I use steel wool on the chrome heat guards to get the shoe goo off.  Only use the super fine stuff, I believe it's 000 or 0000.  It actually really polishes up the chrome.  It sounds crazy, but works very well.

Carterville is right between Marion and Carbondale.  We are about 50 miles from KY and MO.  I see you're in Franklin TN, very nice place there.  I'm about 3 hours from you.

The steel in the steel wool is harder than the chrome.  That's why you need to use very fine steel wool so to polish the chrome not "sand" it.  For boot marks try using some cleaner / polish  or detailing spray.  Rub with some crumpled up aluminum foil which is not harder that the chrome.  Great result and no scratching the chrome.

A single edge razor blade held at a 30 degree (or less) angle works great.  Will not scratch your pipes!

 I'm not selling this stuff, but if you want, IMHO, the best for removing boot rubber, micro fiber rag (don't ask), tar, and just plain old bluing, get Blue Job.  Guaranteed not to scratch or damage your chrome and it's great.  I've gotten a lot of "crap" off of my pipes with this stuff and it leaves the chrome with a brilliant finish.  A little pricey, but great stuff.

Go and ride it for about 30 miles with the rubber on the pipe.  A lot will burn off, the rest will come off with some chrome polish and elbow grease.

you guys need to scrap every idea posted here with the exception of the Oven Cleaner suggestions. TRY IT...  :-\  It really does work. spray it directrely on the boot marks, and even micro fiber towel marks, (i have my own story on that one too, isn't it amazing how fast one disappears on a hot exhaust  :P) let it soak in a few hours and simply wipe away.. It's that easy. BUT,, let it soak into the marks/stain, otherwise no results.  ;)

 :cucumber: The best thing I have ever used is simply Bon-Ami its just like ajax or comet.  On cold pipes simply take a wash cloth or rag and dampen then sprinkle just a small amout of powder on the rag and it will wipe right off. I have done this for years and it WILL NOT scratch pipes!!!!
