I went with an 18" on a Road King...personally, I just don't like the look of the 21" on a bagger.  Check out this link...there are photos of dozens of baggers with different sizes and types of wheels.  These photos are what helped me to decide...good luck!

Definitely the 18's front and rear for the reasons you stated.

I'm not a fan of the 21" on baggers either, 18" front and rear would be my choice.

18 front and rear for 2 reasons : 1) balanced like the 16/16 original and 2)lSubjectively more bagger like

21" on the front all but requires a fender change for appearance reasons.  18" doesn't.  That's more scratch for other bling.

I prefer the stock Bagger fender on a 21". To me it doesn't look as "chopperish".

Good lookin bike their buddie, like the 21 with the stock fender, do you really have to do anything to the front fender or will a 120/70 fit right up or what would be a good size tire?? some say you have to modify the fender some says it fits fine/ thanks

I have heard conflicting things about the stock fender. Some say it is fine as is, others say it needs to be tilted forward some. On the two that I've done I opened up the rear two mounting holes by two drill bit sizes.

I like the 18's on baggers.  Don't like a skinny front tire on them.  Also, I would think that the 21 wouldn't handle too great
