Take it even a step further, the MoCo 2007 engine upgrades come with Cats as part of the kit.

Here's what else I heard today, a California HD Dealership recently received a $750,000.00 fine for altering emissions on a 2007 motorcycle/s.

Well I don't believe any of the above. I just had LD bumped from 96" to 103" and my San Diego dealership was more than happy to do the work which included a Stage 1 breather kit and SE Performance mufflers. They said all this chit about MoCo regs and fines etc is a bunch of urband legend rumors.

Yes, Beerman, the 110 motors come with cats as does the upgrade kit, but you can buy the kit without the mufflers. BUT as Harry pointed out to me both the 103 kit and the 110 kit have EPA friendly dog chit cams in them Sooooooo you spend so time, do your research, read around on this site and buy individual pieces. FYI My 96" stock mufflers did not have Cats in them.

I know we don't agree with all the BS that surrounds the law as it is intended for 2006 and forward.  I also know that dealers will install all kinds of mods etc., why not they're getting paid etc.

However, if the Feds ever decide to enforce the lasw and it seems they intend to, there will be some hefty fines and many of them will get paid at some level even if reduced through negotiation.

Here is an EPA letter intended to define some of the regulation.  Interestinly enough it spells out to the manufacturer they must ship the cat as part of the kit if that is how the motor was certified.

The laws and regulations are quite clear on tampering, and there are hefty fines that can be assessed.

Good luck to him if anyone ever really checks.  There is no way that a release form is going to keep a dealer clear of fines from the long arm of the EPA.  What part of "no" modifications do these guys not understand.

Now a release that says the customer will hold harmless the dealer and pay any of the dealer's fines probably would hold up in court.  Mmmmmm, I'm listening to myself and starting to wonder if I need a $10,000.00 mod to my bike after all.
