I bought a 2009 SE4 and my local Harley Dealer gave me the previous owners name. If you don't own the bike, they probably won't do that.

Go to your DMV office, provide the VIN and fill out a form to get a copy of the most recent registration. It's a public record. There will probably be a few bucks fee.
In TX its $2.30.

Uragan, it may be hard to get information on a person that owned a bike that you are looking to buy, much less already own (as 2K has already mentioned)  You can do a VIN search on the web (some places free, some charge) and find out some information that way.
Seriously, however, as you are a new member here on the site with only this post to your credit, it may be hard to get anyone to admit anything to someone they don't know.  If I was a previous owner of said bike, I would probably not respond to you on the forum.  While your request may be legit, there are far too many others that would not be.
