Not remotely adjustable, but a company called Worxs Performance Shocks makes a product that allows you to select one of two different effective spring rates by just rotating a lever at the top of each shock.  They custom build them to work with the rider and passenger weights you provide.  Go to this link, select the Street Tracker or Billet Tracker listing, and look for the ARS (adjustable rate shock) option.  Give them a call if you're interested and see what they can do for you.

The "Wilbers LDC" shock absorber offers excellent comfort in all circumstances. It adapts to different loading situations without any effort on the riders part, automatically without any buttons or electronics! After the passenger with or without luggage takes a seat, the deeply compressed suspension pumps itself up after a few meters of riding, back to the defined riding level as the shock absorber delivers additional oil into its cylinder by its own stroke movement. The resulting pressure increase leads to the adjustment in damping.

Many of the Harley Folks I know riding with that kind of shocks, and they are very satisfied.

How it works
1. The LDC Nivomat system is preset so that it will immediately catch up to the intended (defined) level position, ie about 1/3 of the total spring travel for solo operation. Turns out Works Performance went out of business in 2017 when the owner died, his daughter reopened the business under the name Worx Shocks.
