97-08 Tour Pack Fixed Mounting Bracket

Does anyone have a part number for a 97-08 Tour Pack fixed non detachable mounting  bracket?   My wife wanted a touring pack with arm rest. I bought a fiberglass tour pack,  hinges, locks, cable,
Lid luggage rack and paint to match bike. All this is Expensive and adds up fast.  I didn't like the idea that something so expensive can be so easily removed. This is why I  want to mount it  with nuts and bolts that takes some time to steal. I was told a 97-08 bikes had these brackets but all I find is detachable brackets not fixed.
