I have a 2009 CVO Springer and I'm want to do the 117-inch kit. However the dealer tells me that it will not fit on a 2009 Softail. Why is this? Is there another acceptable course of action that I can take? What are the parts that won't fit?

Find a different dealer.
Better yet find a good independent builder/tuner.
Let folks here know were you are from, they will fill the page with recommendations.

I live in Central Ohio. The Screamin Eagle catalog says it is for 2011 and newer Softails. I am afraid to spend the money on the kit then have it not all fit properly. Any builder or tuner suggestions are welcome.

Without having specific knowledge, it's hard to say if all the parts will fit.  Could have been a change to manifold, heads, cam compartment, etc, etc.

I noticed that the description posted by 58Vette says that one also fits "99-later TC...kits."  The one you posted doesn't say that.  So,

the pistons, cylinders, rings etc will likely fit.. induction? cams? tune? thats where it gets dodgy.

you really need to be looking in the book - not the on line site.. download the pdf of the book and look in there its vastly more complete.

Those have electronic controlled throttle bodies, your bike is cable controlled.  Get the cylinders, pistons, head work, HPI throttle body/injectors and what cams you or your builder agree on.

My '07 Springer is cable throttle for sure.  I'm surprised the '08 and '09 didn't have ETC.
