Hey Hoist. A program called Graphics Gale is the best for resizing and changing or editing photos for the less computer literate people. It is also great for pros. It will also let you convert from .bmp to .gif or .jpg without a problem.

So will the little drop down menu if you choose to use it

You can also open the .bmp in microsoft paint and then choose save as once it is open and choose .jpg as the file type.

I usually use Microsoft Office Picture Manager to resize and crop photos.   simple to use and it came with Office Pro.
