I have seen reports from suspension manufacturers that the 21 CVO RG has different components for the front suspension. I will say having put roughly 1200 miles on mine so far, it definitely feels better than other stocks front suspension.
I can't find any specifics online about the changes to the 21, does anyone know anything about it?
As far as the rear - still the terrible "premium" touring suspension - which I will be changing. Trying to decide if its actually worth the money/hassle for the front though....

Any HD parts department I can show you the specifics on your front suspension and whether it is different than prior years. If it's the same, it's worth changing. My experience tells me that suspension is the first modification anyone should make to their Harley. The bikes are not called "cruisers" for nothing.

I saw somewhere that the CVO Road Glides have a different front suspension due to the 21” wheel. Not sure how it’s different but it was modified for handling considerations. I also read a few months back that Legend was the only company offering front replacement suspension for the FLTRXSE. That may have changed at this point.

The CVO Road glide with the 21" front wheel has a 1" lower front suspension. This is done to keep rake and trail close to stock.
If you check out legends suspension you will see they have a specific kit for the CVO road glide 21. Its different from they normal front, and an inch lower. They also have a kit for bikes you want to add a 21 to, again different.

This is a little late but may still be useful. The CVO Road Glide comes with the Harley Knock Out Custom Wheel kit installed. This is a kit that can also be purchased separately for any none CVO FL to add a 21" wheel, part# 43300496A for reference. The tubes are 3/4" longer but travel is limited by an 1" to 3.6" from 4.6". This is to prevent contact with the fender.
