The 2009  Screamin Eagle Roadglide did NOT come with heated seat. I'm sure one could be added though without too many modifications.
The heated seats usually are found on the Ultra full dress bikes.

Did the '09 SERG's have the new HD frame & subsequent improvements?

 Yes on the new frame.  18" wheels, new swing arm, ABS, cross under exhaust too.
