What are some of the issues to expect if buying a used one with low miles? Around 12,000mi. Thanks

Biggest issue with the 110 CVO motor was lifter failure.  Some also had compensator failure.  That is very low mile.  Not many other problems with those bikes at all.

Yes, lifters & compensator.  Both parts have revisions that fixed those issues.  Possibly you can find out from the owner if these have been replaced.

I will agree on the compensator.  Harley did upgrade the lifters in 2014.  It did not fix the lifter failure issue.  My friends 2014 CVO limited lifters failed at 21,000 miles while we were riding OR.
Another friends lifters failed ay36K on his 2015 CVO RGU.  My lifters failed at 44,000 miles one day before the two year warranty was up, screwed me out of a trip, I was 400 miles a way from home, headed west for a week.

I know several others who had the new and improved lifters fail.

has anyone heard anything about the lifters in the m8s?  they are the same lifters, but i've not heard of the same widespread failures that the cvo 110 had.

I have not head of the lifter failure in the M8.  I think there are two reasons behind that.  Lower valve spring pressure and a slower ramp on the cam.  When I took my M8 apart with 22K miles on it there was not a mark at all on the lifters, they looked new.

The lifter is not the issue on the 110 TC, is the result of the issue with the high pressure springs and cam
