Directional Lights

Hey guys, hope you can help.  I have a 2008 springer that I got a couple of weeks ago and just noticed something odd with the right front directional light.  With the ignition on you can clearly see one of the bulb elements is dimly lit.  The left side is completely out. 1.  Are both lights suppose to be on (marker lights) or 2. is the right light bulb experiencing a short or other problem.
The directionals work as intended when I need them.

Both front running lights should be on, they have dual fillament bulbs (one for run and one for turn). Pull the bulbs and and check them, you can typically see if the lilament is broken. The replacement is a 1157.
