Seat Problems

Bought a Harley Tour type seat with backrest on ebay. Seller said like new, recieved seat and it is in good condition but would not describe as new!  Problem is on adjustment forward and back. Button appears to be ok, I can see cable attached. But backrest does not adjust stays in 180 deg position only. Can not tilt back, can fold forward but will not lock. Anybody have any advise on what I can check?
