Fork Lock Dash Clearance

On my FLHTKSE, the fork lock actually rubs on the dash panel.  My bike came with a piece of protective film on the painted dash panel (I assume to prevent scratching).  Is it just me or does this lack of clearance seem like a design oversight?

Yes, not only does the protective tape look like an afterthought, it sits on the horizontal, and vertical surfaces, and doesn't sit well on either. I will try to post a photo tomorrow.
