Best rear suspension for FLHTCUSE2 that will lower my bike a little(I am 250lbs)

That's a beautiful '07. Quite different from the stock look. I'm getting the Legends put on mine (also an '07) this upcoming week.

Aussie:
I am also considering a suspension upgrade on my 2012 Street Glide after 12 years.
Wilbers, Ohlins, Legend are just a few I am looking at but undecided.
I am after a smoother ride without compromising rider height.
Short legs, currently flat footed with standard shockers.

Open to any recommendation from experience.
