Hmmmm, sounds like those bugs stayed on yer bike too long. Our Florida bugs are full of acid, and it is imperative that you get them the first day with a damp cloth and let it sit to loosen them up.
Now, after the fact, I do have a pretty good idea what you are looking at. Make sure that those spots are actually on top of the clear coat, and not embedded in it. It also sounds like you have been scrubbin away pretty good too. Hope you didn't get into the clear coat. Frankly, I would still try a damp cloth, just drape it on the bug splattered areas and let it sit for a while. Then go back and rub a bit more and see if that is helping.
The one thing you really need to be careful of is using any type of abrasive. Just slow and tedious with a microfiber is all I can recommend. There is one product for heavy soil and oxidation that has NO abrasives, and that is Glare Knock Out. 772-332-7311, ask for Steffie.
