Th actor is Bruno Ganz, the film is "Das Untergang", or The Downfall.

It's about Hitlers final days in the bunker. It's pretty accurate as it's told by Hitler's former secretary, Traudl Junge. That scene shows Hitler's psychotic rage when his staff tells him General Steiner was unable to link up and support the overwhelmed Wehrmacht defending Berlin from the Russians.

Ganz also appeared in "The Boys From Brazil". He played a college professor knowledgeable in genetic reproduction.
