If you're referring to the HD Premium shocks with the one adjustment on the left side of the bike, CCW will soften it up.

I've got a pair out on the bench that I'm no longer using and all the knob seems to do with CW motion is to preload the spring by slowing compressing it downward on the housing and then reversing in CCW mode.  There does not seem to be any damping adjustments, only spring compression.

In my case, the 12" were not that much better.  I think that if I had 13" HD Premium shocks, it would be a bit better.

Good luck with your adjustments.

12 inch shocks do not ride very well not enough travel and once you move the angle of the mounting it makes it a lot worse if you did that too look better change it back if you did that to reach the ground might consider air ride

With lowering blocks, there could be some interference between the shock end/housing with the block.  This could give you a feeling of being welded.

Also, the right hand shock usually has to go on upside down to clear the upper 4-point mounting brackets.

There should be no real reason other than a bind in the mount that the 12" shocks should be solid and have no spring.  The slight angle does decrease the effective spring rate making them a bit softer than when more vertical.
