It is. It's in the site rules; Secret Codicil G, § L, ¶ 2 and 3. In the section entitled "What to do if You're a Weiner and don't really have the Stones to Own a Harley but Like to Pose." But the crowd here is so good only a very very few have ever needed to check that section (before departing).
