That looks like a Missouri license tag to me.  I'm not convinced it's not a photoshopped image but, even were it not, two years between license plate renewals is plenty of time to change bars on and off if you just have to be that ape-ish.

Yes, I agree with WillyB, he's from the St. Louis area.  I've seen him at every Rat Run I've been to and then also out in Defiance once in a while as well.

I saw him drop the bike at one of the Rat Runs in the parking lot.  But I can't be sure it was the bars or booze that was the problem.  At the Rat Run there are cops all over the place and this guy comes in and out of the lot right in front of the cops.  I know it's not legal here in MO, but apparently no one cares.

It truly amazes me ever time I see this guy riding the bike.  All I can say is that he's been riding this bike for more than 8 years that I know of.

I met a guy who came out for the Sturgis Rally who got busted for having a lb. of weed and a bag of shrooms in his saddle bags. 
The reason he got pulled over was ape hangers above his shoulders.  (The law in SD).
They kept his bike, and he got a 5 yr. sentence.
He looked pretty cool goin' down the road though!
