Not that it matters much, but I agree with the shock measurement versus measuring the fender/bike to the floor and its travel.

Because of the angle of the shock the swingarm travels further than the amount of actual shock length change.  The steeper the angle the more the swingarm will travel for the same amount of stroke on the shock.  On front suspensions of some off road cars it's not uncommon to have double the travel at the wheel when compared to the actual shock travel.

I believe from what I've read the adjustments shock companies give out are for shock travel, not bike travel.
