Ok this is a common post and most people and well many shops also have posted and have no idea how they work,
The ACR is not a open closed valve. The ECM looks at several items to determine the duty cycle in which the acr will be run at. It is driven like a fuel injector. So Cranking rpm is one of those data items. Weak signal would be pretty odd... As the ECM would just ramp up the duty cycle.. The factory acr can handle just about any street and even race comp ratio within reason. I can tell you first hand they will take a 245 CCP engine and reduce it down enough that a stock starter can spin it over with ease.
Kick back on hot starts can be a bad comp , incorrect tune, IAC setting wrong, the list is huge but the ACR itself are not fool proof but they do work very well.. Simple test is look behind the air cleaner backing plate and un plug them and do a compression test . Then plug them back in and re test.
As for the comp test you DO NOT HAVE TO PROP THE T BLADE OPEN. It may take a few more revolutions on the starter but it will achieve the max compression the engine can pump. FBW will crack the blade open for you as it cranks it has to the t/b has no IAC motor.
Tested this many times and your numbers will not change. Good luck
