My guess would be that it is a previous owner Add-On.  The GPS that came with the bike has an MP3 built in that connects directly to the AUX input on the stereo head unit using the headphone out from the GPS.  The CD Player will play a Data Disk with MP3 data copied to it... but there is no direct USB connection to read MP3s thru the stereo.

I've been thinking myself about trying to Add-On a USB connection that will talk to the Stereo, but have not figured it out yet.

Although, I've only been behind the fairing once... I do not believe this is something that came with the bike.

My 2011 shouldn't be that different than the 2009.

Pretty sure that is an owner add-on.  Can you tell where the other end goes?  I ask because it could just be for power to charge a phone, etc...or it could go to the front of the radio (you would see it plug in there), or to the back of the radio--there are companies, like Iron Cross Audio (vendor on this site), that will add an input (and output, I guess) to the back of the radio.

That is part of the Road Tech (either 660 or 665) harness. I do not remember what purpose it served, it has been over five years but that is what it is.
Now to find it's purpose just go to Harley-Davidson.com and put in the part # of the Road Tech and you will be able to access the instructions for a new GPS and it will disclose the use.
I just sold mine a few weeks ago and let the instructions go or I would look for you.

See the attachment, the item I have a red arrow pointing to looks just like the one in your picture.

Mine came with a plug in wire tied to the frame in front of the gas tank.  It is round, not mini usb and is hooked into the battery.  I can only assume previous owner plugged something in to it other than his GPS as mine came with the piece of crap built in GPS in the radio.

Just bought a new 660lm to install.

My 2011 had the RT 660, but didn't have that extra connector.  Now curious what it is.

Edit:  Garmin web site instructions for Garmin 660 shows a micro-USB connector for the traffic receiver.

Don't know about the Garmin units but as Jerrys photo shows it is part of the harness that comes with a Road Tec 660. I wire tied mine inside the fairing on my SERG and never used it, looks like guy on this bike in photo chose to leave it outside of the fairing, maybe he knew what to use it for? Maybe seller would call the previous owner and ask him, if you really wanted to know.
