Differences in Stages 1 2 3 4 5

What is done on the different stages?  I know 1 is mild and they progress from there.  For example my 03 softail had a Screamin Eagle (Super Trapp) 2 into 1 exhaust, SE air cleaner and a Power Commander 3. 

Recently bought a 2008 SE Road King with CNC ported heads, .010 bore kit and SE 258 cams with a download.  Where would this one fall in the stage numbers?  .

If you go by Harley;
Stage I.    air cleaner/backing plate with or without big bore kit
Stage II.   stage 1 plus cams
Stage III.  stage 2 plus pistons (adds compression)
Stage IV.   stage 3 intake and heads
