the only thing that a know for sure is the 14 and up bikes are a little longer than the 13 and down so if you got the right year and bike cover for it I don't see you it would not work out for you the ultra is the biggest bike no reason it would not fit

The CVO dust cover that came with my '15 I'm pretty sure will fit.  I have the chopped tour pak and there is lots of room left to cover the rear of the bike and in fact the cover slips on a lot easier than the one that I had with the Ultra Limited I owned a few years back.
