Rear Wheel not Centered with Fender?

I have done a lot of research and found that on alot of Harley motorcycles that the rear tire is not centered with the rear fender.
Why? My Bike has about 3/4" on left and about 1/4" on right?
  Do I remove my Gas tank and rear fender to run a center line an adjust the  pulley and wheel bearings spacers to center the rear wheel. If I find that the wheel is centered then I adjust the fender strut spacing? I know the rear wheel pulley needs proper alignment with the transmission pulley then make the rear wheel centered.
I am using different rear pulley that is supposed to be correct.
I have 130mm tire and I want to run a 10mm tire. The fender is 7" wide, a 140mm Michelin Commander 2 is 6.14" at it's widest.

Sometimes I mess up typing on my cell phone. Tire is 140mm not 10

FXR4 Rear Tire not Centered with Fender

I am wanting to run a 140mm rear tire but my rear tire is not centered with the fender. On the right I have maybe a 1/4", on the left side maybe 3/4". My rear pulley  us about 1/8" from the outside lip on the transmission pulley. It can't go much more to the left if I rework the axle spacers.
  Should I change the Swingarm rubber isolation bushings?  Or is it a Heim joint bad or out of alignment?  I have a service manual but I didn't see any info on replacing and alignment. HELP!

Pic looking at the transmission pulley and belt. Belt is almost a 1/8"
From outside flange.

I centered mine, used a 2007 pulley with a 1" belt & had the rear brake bracket machined to allow a little more clearance & run a 150/80/16 on the rear with a lot of belt clearance. Thinking of going to a 160/80/16 next time. I found that the 140/90/16 was tall enough it bottomed out in the fender & depending on the brand rubbed on the bolts inside the sides of the fender. Be sure to check the wiring for your tail & brake lights at the top of the fender. I rerouted mine to the outside of the fender.
