I've watched every video I can find but none for the CVO. The dealership says I need to remove the tank. The videos never remove the tanks. What is the best way to remove horseshoe shaped trim under the fork lock? Can anyone tell me the correct steps to take? Thanks for the help!!

I've never done what you're about to do, but removing the tank isn't something I've ever seen done...unless you're terrified of denting or scratching it while working.
The horseshoe is done by turning your front wheel all the way to the side, then taking a small screw driver to the front of the horseshoe.  Once you turn the wheel to the side, you'll see the small little push in you need to get with the flat bladed screwdriver.  But be careful!  The horseshoe is plastic and can break.  It doesn't take much effort to push in then lift up on the shoe.  You'll need to turn your ignition switch to one side or the other to aid in the removal of the shoe.  Once the front end of the shoe is up, the two rear pieces should be pushed down slightly, then you can wiggle the shoe out.  Reverse the process when you're done with the install.
YouTube has several videos on replacing the bars, as does Factory 47.  None of them talk about removing the tank.

I think the reason they recommend removing the tank is to reduce the risk of scratching.

The tanks are easy to remove on the new bikes.  I removed the one on my wife's 15 RG Special to wire in CB, and communications interface.  Pull fuel pump fuse, turn bike on, this will relieve pressure.  Now turn bike off, remove main fuse.  Remove quick connect fuel line and then two bolts up front one on each side, and the bolt at the back.  Of course the tank dash has to be removed first.

That said, I do not think the tank needs to be removed to change bars.

The only thing I would add is a recommendation to substitute a plastic spudger type of tool in place of a screwdriver.  No matter how careful you may think you are, stuff happens.  A new tank runs about $1500.

What F47 bars are you using and do you know if they will move the Grips out to side any more then the stock bars.

As far as I know, Factory47 only makes one type of bar for CVO RGU's, but they come in five different rise heights.
The different rise heights may all have different widths, but again, as far as I know, they are all wider than the OEM bars on either the '15 or the '16 RGU's, but the website doesn't specify widths or pullbacks versus rise height.  I guess they want you to call them to find out the particulars.
Their website also lacks a photo of their bar for the CVO, and has for several months now, something I find a little annoying about an otherwise excellent product.
